The tunnels were dug out to provide shelter from enormously heavy air raids mounted against Rabaul by US and Australian forces when the town was a Japanese fortress in World War II. The tunnels were not just refuges from raids, they provided permanent living, work, and storage space. They were a major reason Rabaul was bypassed by the Allied forces - an attack on the town would have been suicidal. PC246137
